Online First Information Report(FIR)
For the benefit of people reading my blog, I want to clarify that I am not here to criticize any country. I started this blog to provide you all guys a platform to speak about something which is not correct and ethical. Today I bring a problem which is worldwide and really pathetic in India.
What is an FIR?
First Information Report (FIR) is a written document prepared by the police when they receive information about the commission of a cognizable offence. It is a report of information that reaches the police first in point of time and that is why it is called the First Information Report. It is generally a complaint lodged with the police by the victim of a cognizable offence or by someone on his/her behalf. Anyone can report the commission of a cognizable offence either orally or in writing to the police. Even a telephonic message
No body likes to go to Police Station for registering their FIR’s just because of the way these people behave. Now don’t you again think that I am cribbing. I am not cribbing there is always a chance of improvement. Many times people don’t go to Police Stations to register an FIR because they are scared. They are scared of being a victim again. These Policemen ask thousands of questions that you don’t even want to go to that place again and the way they talk. I think you know it better. Just go back to the point where you had to stand outside the room in a Police Station while the Hawaldaar (Constable) who is suppose to log the FIR was busy eating or talking. And it hurts more when you know that you are there report just a small purse or your education documents.
What about the ladies, no girl would even thinks about going to Police Station alone. Why ? Are they not safe in Police Stations. Why are people scared of the Police in India. Just because they can do anything and everything which is not ethical makes them do anything.
So my solution to this problem is that Indian Intelligence provides a transparency to citizens like us. We should be able to log an FIR online and then the police should get in touch with us for further information. I don’t know what is there in our government’s eGovernence project. I’ve heard a lot about it. Lets see what happens. It might just give us what I am suggesting.

I dont know where do you live kuldeep, because i am in delhi and here all police station and pcr's have at least one female police personnel. there are dedicated three helpline nos available, and girls can call anytime on those nos to launch a complaint. Though the idea of online FIR is good. How would you check the authenticity of those FIR's in the first place.
Please understand our policemen are working for more than eight hours and they do not even have time to have lunch in peace and thus you find them eating in office and while they are working during festivals and other such special occasions, you can find them talking as well in the office which is fair.
Lets construct on what all can be done in this ONLINE FIR thing which can make it easy for both citizens and the department.

I understand, the thing what Maneesh Mishra said prima facie right but no one can deny the truth also what is expressed by kuldeep here. I found myself many time victim hurts more by police rather than the defendents.No one feel comfortable with communicating with police, its quite a fact which is well settle in India atleast. I also understand that hardly one may think and move for FIR and how many try for the same, only very fewer of them are successful.
I'll really appreciate if there is more transparency and friendlyness in the system.

Sorry for your loss dear. But this is not the place where you lodge the FIR actually. It was just an idea that if Delhi Police of any other state police could implement.
Anyways, you can try to go to Consumer Court for this. They will surely be able to help you out.

My father has started beating my mother at least once a week since last year. They have been married for 27 years now. Last year, my father transferred all his property to his brother so my mother does not get anything if she files for divorce. My father's elder brother and his wife ask him to beat her for speaking up every time she speaks up for us two sisters. 3 days ago, he tried beating her up, but she ran to the neighbors and I called the police. The police came and just consoled us – didn't write the report even after repeated requests. I took my mother to the women's cell for help – they conveyed the information to my father's brother's friend who is senior police officer in the same area. As soon as I left for work, my father beat my mother up yesterday very seriously. she is bed ridden, police is still not listening. WHAT DO I DO TO HELP MY MOTHER AND MYSELF? Any help or ideas please.

I support your quest of having online FIRs. Remember India is not just Delhi, it includes Meghalaya, Bihar, UP, TN etc. places where people would avoid Police stattions and cops like a plague. I am not so sure Delhi Police is any better. Corruption is probably as rampant as anywhere else in India. Also, your (M Mishra above who can at least afford internet!) treatment would be different from a labour class poor slum dweller.
Online FIRs can be a revolution and a big step against Police Corruption and just fear. Once there is an unchangeable record, police would be forced to act.

You don't have to do anything. Just make sure the number the other person is using is still not running in your name. Companies can reissue old number after a certain time if customer is not using the number.

Subject: about non – registration of FIR, lethargy in recording spot panchnama in collusion with one Mr. Prakash Jain by Dadar Police Station. MUMBAI
Sir,
I the above named person is in possession, use and occupation of the premises as mentioned above. Said premises is in next building to Dadar Police Station beat No. 1 at Worli Koliwada. On 9th October, 2011 at about 9.15 p.m. I along with my staff last visited said premises which is used for storage purposes as godown and there is some dispute pending between me and one Mr. Prakash Jain and others in respect of said premises.
On 11th October, 2011, when my employee visited said shop premises, he found that most of the goods originally lying in said shop premises were lying outside. He immediately reported this fact to me and I immediately rushed to said shop. I am being satisfied that some mischief and theft has been committed in said shop premises, I prefer not to open said shop premises and reported this facts immediately to police station beat no 1.
I say that police officer Mr. Pardeshi initially participated in matter and he directed Mr. Mehete to record my statement and do further compliances. However, inspite of my reporting as early as 5.00 pm, said Mr. Mehete recorded some statement and Mr. Pardeshi forced me to sign same – stating that it is necessary to register FIR. Relying on them, I blindly signed said statement without knowing its contents and still I am waiting for FIR.
However, lethargy on the part of said Mr. Mehete and Mr. Pardeshi compelled me to contact my advocate and my advocate in hurrily wrote letter addressed to Sr. Police Inspector, Dadar police station and beat incharge of bear no 1 of Dadar Police Station.
Sir, said letter after much efforts on my part was received and acknowledged by Dadar Police Station. I found that DCP – Zone – I, Mr. Dorje saheb gave surprise visit to Dadar police station. I set out my grievances to him and he orally directed Mr. Mehete to register FIR
Said Mr. Mehete upon instructions of Mr. Pardeshi took keys of said shop from me and assured me that they will take spot punchanama. They also assured me that they will take care of goods lying outside my aforesaid shop and protect same from rain (as it was raining at that time) and theft.
After DCP – Zone – I, Mr. Dorje saheb left Dadar Police station at about 1.00 am of 12.10.2011, I found that said offender Mr. Prakash Jain was seating on night dress with Mr. Pardeshi in room outside in Dadar police chowki compound. Further, I found that both of them were involved in wine party. I immediately suspected that I am being cheated by said Mr. Pardeshi and hence I immediately demanded my keys back from him, but he flatly refused to give it back to me and said that police will put their lock on said shop.
Sir, in the instance case, no FIR is registered till this time, no punchanama it taken and my shop is taken in possession by police officer Mr. Pardeshi under the pretext of punchanama. I heavily suspect that some mischief will be played in the matter. Hence, I am praying fair and unbiased enquiry in the matter with strong action against persons like Mr. Pardeshi who literally converted police station into bar and who do not have any regards to orders of his Superior officer. Further necessary action may also be taken against said Mr. Mehete who do not have any sense of responsibility and who supported illegal act of Mr. Pardeshi.
Your earlier and prompt action in the matter will be appreciated. In case of any further enquiry, I am always duty bound to co-operate.
